Schedule voip phone calls?

I need to make certain automatic calls at a given time of the day to certain phones and just play a recorded message.

For instance, leave a program calling over ip to phone 111222333 at 9.00 am, playing the file mySound.wav

call phone 777999000 at 10.00 am, playing file mySound2.wav, finish call.
call phone 555666777 at 11.34 am, playing file mySound3.wav, finish call.

etc... what can i use for this? What program and what operating system do i need?

You can do this either with Sipp or with pjsip
http://sipp.sourceforge.net/
http://www.pjsip.org/

Pjsip has a simple user agent which you could use to schedule calls via either a
Windows task or a cron job in linux.
Furthermore you need a sip account of course.
