Tasks Not Running in Windows 2008

I have several cmd and vbs scripts that move files via CuteFTP.  The scripts previously ran under Windows 2003.  Now the scripts start under Task Manager but do not do anything and stay stuck in a running state.  Run Whether User is Logged in or Not is checked and I have Run with the Highest Privileges set up with an administrator account.  The tasks will run successfully from the command prompt.

I had to turn off the option to run the program even when not logged in.  Not sure why that fixed it but it did.
