Windows NTP time not Resyncing

I have a domain server here that isnt re-syncing its time to any outside ntp pool. I keep getting the error that "The computer did not resync because no time data was available".

Here is a list of things I have done:
-Tried setting NTP client and NTP pools via the GP
-Tried setting NTP pools in registry
-Tried setting via cmd
   w32tm /config /manualpeerlist:" 0.pool.ntp.org", 0x8 /syncfromflags:MANUAL
   w32tm /config /update
   net stop w32time
   net start w32time
   w32tm /resync

-Checked to see if UDP port 123 was forwarded, seems to be

Is there anyway I can test to see if perhaps UDP port forwarding isnt working?
You cant telnet to UDP.
Wireshark tests dont be seem to be giving me any clues since I dont see NTP packets even trying to cross.
