SharePoint 2010 Version History Deleted

We have a SharePoint 2010 Environment. A document in a library was uploaded a year ago, and within the last year multiple changes and revisions were added to this document.  

I see the last modified date being from last week, and the created date being last year.  I go into revision history of the file, and there is NO revision history.  The version level is at .1.  I checked all recycle bins and there was nothing to recover. I believe the file link has been broken from its file versions and  I believe there is powershell commands to link a file back to previous versions.  There does not seem to be alot of information on this when I googled this.

Anyone have any ideas on how i can recover my version history?

Is this only for the single file inside library (do other files have versions)?

Yep. everything has revisions. Except for this single document.

Then I guess it means that someone has deleted version or reverted document to original version. If you can't find version in recycle bin, I am afraid you can restore them, if you have no DB backup.
