A forms combo box -
With ActiveSheet.DropDowns.Add(142.5, 38.25, 108.75, 24)
    .Top = Range("C1").Top
    .Left = Range("C1").Left
End With

Open in new window

Or just
ActiveSheet.DropDowns.Add(Range("C1").Left, Range("C1").Top, 108.75, 24).Select

Open in new window
