windows 7 firewall broken

I cannot enable the windows 7 firewall to allow ping. It worked before, but for some reason, it does not work now.

I do have rule to enable ping in windows 7 firewall like the following below:

and
http://www.fixya.com/support/r5359816-allow_ping_icmp_echo_request_windows_7

if the firewall is turn off, the ping command works.

does not solve the problem, but it does show the windows firewall having problem.  However, these tools do not fix the issue.
