Unknown error when creating a new site collection in one specific web application

I'm getting the dreaded "Unknown Error" when creating a site collection in one of my web applications.

The strange thing is that other web applications in the same sharepoint farm are able to have site collections created in the with no troubles at all.

Where should I start, and what do you think the problem may be?  This is SharePoint 2007.

Here is a good tool to get more than the dreaded....
http://archive.msdn.microsoft.com/ULSViewer

Run the exe then try the site collection creation again.
The logs will either give you exactly what you need to fix it or enough info to report back here and we can take it from there
