vmware resource pool allocation question

I have a question about vmware resource pool creation. When we create vm guest, it creates with default value.

When do you need to bring it into resource pool?

Also, I saw the following values for resource cpu

shares                                  -4000   -
How this calculation works? What does 4000 represent?

reservation
limit

Hi,

The resource pools can be assigned to a VM at any time(at the time of creation or you can move it at a later point of time). When you click on Resource Allocation tab for that resource pool, you can see a summary of the resources used by each VM and how that related to the resource pool.
While creating the Resource pool , it will ask you the shares to be selected and it simply indicates the percentage or the portion of the aggregate resources which you would like to those specific VM's that are present under that pool. Ex: if you have total value of 10000 , and under exch VM if you see values like 4000,4000,2000 it means each VM is having that much portion of the CPU or Memory resources.
You can easily find many articles explaining more about the resource pools on the net but i have just given my attempt to explain to you as simple as i can.
You can try taking a look at this article too : http://wahlnetwork.com/2012/02/01/understanding-resource-pools-in-vmware-vsphere/

Thank you very much.  We can create the resource pool in the cluster level or esx host level right?
