How much longer is the state of California expected to allow Hybrid vehicles to drive in the car pool lanes?

Every couple years when the law is about to end that gives hybrid vehicles the right to drive in the car pool lanes, there is always talk that the law won't be extended. However, up to this point the law has always been extended.

What are the chances that this law might ever be ended or suspended so that hybrid vehicle drivers will no longer be able to drive in the car pool lanes during peak hours?

I'm seriously considering buying a hybrid vehicle just to get the right to drive in the carpool lane during peak hours. However if this law isn't going to last much longer in the state of California then it won't make much sense for me to spend the extra money to purchase a hybrid vehicle.
