Test the keyboard in another machine. Try a different keyboard. Do other USB devices function in this USB port? Is this a PS2 keyboard with a USB adapter?

If the keyboard is running on another PC, then check your BIOS settings for USB to be in "USB Legacy Emulation".

Usually at Portege versions of Toshiba you should boot the system up and hold down the‘Esc’ key, then press F1 when you get the check system message.
