Outlook 2007 Rules

I have some pretty extensive rules setup and I am nearing my limit. There is one aspect of the way my rules are setup that I am sure could be done more effeciently. I have a company folder that all email from anyone within our company goes into. Then I have subfolders for the people I work closely with. So in the rule for the company folder i use "Except" from anyone that has a subfolder. Then I have a rule for each person with a subfolder. Using this expect part is hoging a lot of the space available becuase for all the sub folders I have have these peoples email addess in the except part. Is there a better way to do this?
