How to allow administrator account access all mailbox in Gmail(Google Apps for Business)?

We are using Gmail Business solution to host email domain.
And want to backup email for all mailboxes. Since we do not know the password of independent  mailbox and do not want to reset it.
Is it possible to use Administrator account to access other user mailbox and then do the backup?

You can set gmail so that each user has a local PST file on his machine. Then use DataMills EdgeSafe PST2PST Backup (http://www.datamills.com)  which will backup thoes PST on regular basis, in incremental manner onto a local secure network share...
