Multiple IFs in Excel

Ok so I want to analysis a value in a cell against a predefined "rule" to return a value.

The rule and resulting values are:

Revenue                                                            Value
 
0.00 - 399,999.99                                                  3
400,000.00 - 599,999,99                                        5
600,000.00 - 999,999.99                                        7
1,000,000.00 or greater                                         9

The cell I want to evaluate is J.

Do this by Vlookup as shown in Example...
