This guy has a good video about how to brand a youtube video with windows media player http://www.youtube.com/watch?v=C9rCHgijems. However, I would prefer to have the URL, a description, and phone number at the top of the video, and unaffected by the video itself. Is this possible?

He is actually using windows movie maker in xp I dare say
If you have windows 7 use windows live movie maker you get more options here
I did one to show you
open windows live moviemaker
drop your clip on then go to Title a box appears in the black screen player this title will be before the actual clip >  new movie will appear drag the box to the top
I copied the url from EE and pasted it in there
but it's too big then go edit Text here you can change the size just highlight your text change colour and Font,
That's it type in your other details and test playing it
Windows live movie maker adding text 1windows live movie maker change text titlesample of text WLMMclip of the results I made to show you

I'm not clear on this rtod2 > looking for it to be visible in a border around what was playing <
Sounds like you want to place the entire video in a black border with scrolling text around the frame in that black border?
Sorry I'm not sure how to do that in WLMM maybe save the entire clip with a different aspect ration so that a border is created, WLMM go to Project at the top and put it onto widescreen 16.9 then your text can be dragged into the black border but that's the limits of my knowledge for text in a border,
how  to add a scrolling text around a border I have no idea.
WLMM wont allow more than one text field in the one frame also it doesn't fit very well with so many letters it is a bit squashed and reducing the text to fit in the black is very small to read, it's okay in full screen but still over laps the screen a little bit, I placed it at the bottom, then just copied the text and pasted it into each frame, you can also make it scroll along the bottom or fly in and out lots of different methods to place effects with text, WLMM is limited in this area.
If you want to do more fancy text editing than WLMM I would use professional tools that do the same similar work as WLMM but with lots more options.
Adobe After effects  Cyberlink Power director Nero Vision, Sony Vegas
but I have never tried to make a text around a video probably flash tools would be better suited.

Examples is as small as I can make it so it's visible I can stretch it a bit
it's quite visible in full screen in playback.
top or bottom is up to you
text under video black border text under video black border full screen
