Isa server cache problem

ISA cache site
I have a website on behind my ISA 2006 server published on the internet.
Users on the Internet don’t see changes on the web site, css files in particular.
I’ve found that this is an ISA cache problem and I’ve found a workaround to fix it: delete the isa cache files as it is described in many KB articles.
My question is: is there an alternative way of doing this? Creating a rule somehow?

Have you created any cache policy rule? If not, you can try this.
http://www.elmajdal.net/ISAServer/How_to_Disable_Caching_of_Specific_Website.aspx

Alternatively, the cachedir tool (you can get it from www.isatools.org) may let you control what is/is not cached also.

I appreciate there is a difference between not caching the internal site at all and allowing it to be cached but making sure that the cache gets updated in a suitable time after amendments. However, I am not sure this was ever fixed for ISA but instead was corrected in Forefront TMG.
