Dell 1950 USB ports problems

I'm  not able to use any of the usb ports due to it not working i believe.

I restared the server and try other usb devices but the same problem arises.
I used all the usb ports front and back.
In the device manager they are all enable

I can remote on to the server but not physically.

Windows 2003
Dell 1950 server

Boot the system to a LINUX live CD or DVD, then pop in a USB stick and see if it recognizes it.  If not, then the embedded USB controller chip failed and you can stop wasting time looking at windows settings.

If it does work, then at least you know the USB port works and it is a windows issue.
