Error Message on a Required Field

See below the following code snippet is not working as expected.  On a validation error the recource file does not appear to be recognized.  The solution is a Silverlight App using an mvvm pattern using ria services and entity framework.




[Required(ErrorMessageResourceName="String1", ErrorMessageResourceType=typeof(Properties.Resource1))]
            public string sys_name { get; set; }

The answer was to make the file public on the server and set up a public link on the client as well.  Now the rescource file is being used for validation.
