On your domain controller, start "Active Directory Users and Computers" from your start menu. Right click on any folder / OU and click on New -> User.

THE PURPOSE OF CREATING INTERFACE for is not the administrator will create users
Any users have the interface will create an other user
(PUT THE PASSWORD admin in cdoe)
