iTunes country location change - downloading old software

I had to download an app from the US version of iTunes store because I had a special voucher and to get it I had to change my location from UK.  This was over 18 months ago.

I need to wipe my phone and NOT restore it from a backup.  iTunes Support tell me that they are unable to help and not transfer over the whatever you call it, setting from the US account to my UK account.  

I dont want to have to change my location again, even if it is only temporarily.  Is there no other way to do this?

The bad news is that Apple iTunes Stores are completely isolated from each other .. there is no way to transfer the APP from a US account to a UK account, or to be more accurate Apple do not allow you to do this.
This applies to Apps, Movies, Music etc.  the US account will have to be used to access and re-download the App.
The usual suggestion from Apple is to login with the US account or re-purchase the app from the UK store.

Is there any downside from switching countries?  I believe there is a limit to the number of times you can do this right (although I have only done this once in 18-months)?

I believe there is no restriction on switching countries. There is a restriction on the DVD player.
