Business Recommendation Paper?

I'm taking a college online business telecommunications class. I have to write a 20 page business recommendation paper. We first just have to come up with a topic.

It states: "Specifically, you will be providing background information on a technical topic, presenting alternatives to solve a business problem related to this topic, and then recommending one of these alternatives to a business audience. In short, you are writing a business recommendation!"

It's going to be hard to start writing this, because I don't even know what a business recommendation paper is haha. Any help would be much appreciated!

I presume that you have to imagine yourself in a conference room where 10-20 people with a lot of many (investors, bankers) are ready to give you their money if you succeed to convince them that your business ideas will bring them more profit than having the money in the banks.
If have to see it as an opportunity – one time in life, because not too many people have that chance.

Having this in mind just “invent”, imagine a credible topic, as much as possible close to reality.
The nature of the topic should be from the area where you have the proper technical background.

Sorry for misspelling, it is late in the night when I write and I am a bit tired.

One idea that came into my mind related with telecommunications, not necessary new, is implementing a terrestrial infrastructure as alternative to GPS systems.
Many buses have an electronic device installed to track the arrival/departures from bus stations.
Based on the same idea we may develop/extend the system for common car drivers.
The data exchanged with the cars having a dedicated device can provide local (various) information.
