first: you need a TS-License-Server.
second: you need TS-CAL-Licenses

Boot licenses at your other post are NOT TS-CAL-Licenses !!

at the end you need:
- Server License
- CAL-Licenses
- TS-CAL-Licenses

TS-CLA's are availeble at user or device cals

Thank you for your response, Dkotte, I have both the TS-License and TS-CAL license. What is it what you mean when you say "boot" and "post" and can you tell me what would be the best case if I have a server with at most 2 users logging in at the same time, and 7 users total?

sorry, forget boot (both) and post.

the licenses you listed in "http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Server/2003_Server/Q_27646310.html
" are not TS-Cals lizenses.

if you owned TS-CAL-Licenses you should set up an TS-/RDS-License Server and import the licenses.
if you running into problems while importing the Lic's you should select "activate per telephone" and call the clearinghouse at the presented Number.
They know how to handle any possible version of the license.

How can I import the license, the installation fails which is causing the problems, then if the license is meant to be installed only with a 2008 server how would I go about and installing that on a 2003? Or how could I downgrade this 2008 (When I go to MS CAL downgrade site it is asking for a key which I do not have (it was a downloadable file).

i think the best is to calling the clearinghouse.

I tried installing that feature but I can't find a single example of the "IIS web server" I've installed a couple of derivatives with no success at all. Do you know the parent function that this belongs too?, I'll try and installing that.
