Silverlight childwindow

Ok, I have been searching for 2 hours now on how to pop up a child window with a button in a silverlight business application. I am just learning, but honestly why is this impossible to find? Every solution I find will not work. When I type in testchild.show it isn't even an option?

Completely lost and frustrated. IT"S A DAMN CHILD WINDOW!!!

Silverlight 5. I'm new to it and as you could see quite frustrated with trying to find an answer to what should be a simple thing. I started a version in c# because I found more tutorials involving c# but my preference is vb
