Rating Feature in SharePoint 2010

HElloooo

I am trying to create one survey, when I tried to use Rating opting in survey it shows me  “In order to use the Rating field type the Rating Solution feature must be activated in the Site Collection scope” .
I need to know where can I find the site collection scope and how to activate this rating.

Thanks all for the information

But what I heard that The rating feature cannot be used for a survey. The feature has been designed to work on lists and document libraries but will not work for on survey lists.

is that true?

Rating can be used for Surveys as well.
