I created a standard Page, but I also want to insert (the summary) three blogs in the left sidebar.

What's the approach?

If you go to /admin/structure/block, you can place the "recent blog posts" block in the sidebar region.

I want the summary to appear, not just the title, which is what this block is doing.

Also, beyond that, I want only certain blogs tagged with specific keyword to display.

Can this be done?

It can be done. You'll need to use the Views module to create a query to accomplish that. You can specify filters to only show blogs with the certain tags and it will generate a block for you.
