Help connecting to remote SQL server in Mgt Studio

I'm trying to connect to a SQL server via IP address.  I keep getting the error in the screenshot.  I also have a screenshot showing my Firewall rule, and my IP settings in my registry.  Any ideas on how I can connect?

My remote server shows this in the security event logs on the server I'm trying to connect to

There is an problem with your configurations.
go to start>program>sql server>configuration manager in which you will find tcp/ip..

you were exactly correct!   I opened configuration and sure enough, TCP was not enabled.  Thanks a lot
