Increase mail size in sendmail

Hi experts,

We use SMTP relay through sendmail to send attachments through our scanner.  If the size of the scanned page is bigger that ~1.00MB-1.5MB, that attachment either doesn’t arrive or it will arrive just like encrypted file.  I want to increase the size.  I did my research it says sendmail mail size or attachments is unlimited by default. Then it should work without even changing any setting under sendmail.mc.  our email provider is gmail, that shouldn’t be limited to 1MB too.
Anyway I added some setting to sendmail.mc as shown below (last line only), but didn’t do me any good.

define(`confUSERDB_SPEC', `/etc/mail/userdb.db')dnl
define(`confPRIVACY_FLAGS', `authwarnings,novrfy,noexpn,restrictqrun')dnl
define(`confAUTH_OPTIONS', `A')dnl
define(`confMAX_MESSAGE_SIZE', `5000000')

any idea how to fix this

The sendmail.mc is not a configuration file, but configuration builder source file.
try running
m4 sendmail.mc > sendmail.cf

It it will not help, I think it may be problem with the scanner rather than sendmail itself.
