Blocking Non-English Characters in Exchange 2010

Is there a way to block non-English characters, ie Russian, from within Exchange 2010? We use Spamhaus Zen blocklist, but these still get through. I know that in Outlook it can be done, but if a person is primarily using their phone to check email it's not getting filtered.

These emails are being sent from @gmail.com accounts so I can't just do domain based blocking.

Thanks. Looks like exactly what I'm looking for. Although, we don't currently use Forefront but I do believe we have a license for it through our Microsoft agreement. I'll have to check it out.
