Template Default Cursor Placement Problem

I'm building a new letterhead for my company that has the cursor starting on the 3rd line. There will be an auto-updating date on the first line, and that and the second line locked from the user. I'm encountering some problems.

My first solution that I tried was setting the date and first line into the header. The problem with that is I end up having a 2 inch upper margin on each page. I'd rather just have it on the first page and have standard margin on the subsequent pages. I tried then to create new sections. Doing that however caused a 2nd page to be locked visible (which I don't mind). More importantly, when you are on the first page, blank, when you hit the delete key, the first page (with the main letterhead) disappears.

I've tried form protection in the template, but it never seems to work consistently in the document.

Any thoughts?

You need to use the different first page setting for headers and footers.
Open the Page setup dialogue from the arrow to the bottom left of the Page Setup group on the Page Layout tab, select the Layout tab and tick the 'Different first page' checkbox

Forms protection is useful if the majority of what needs to be entered can be placed in fields (Form-fields or content controls)

That works; after setting up that, all I needed to do was change the margin.
