Sharepoint 2010 Help Desk Form for Workflow

New to Sharepoint.  Need to build a Help Desk.  As far as I can find there is no 2010 Help Desk template so am looking at building it from scratch.  Found a good article on creating one but it uses InfoPath to create the form used to report the problem.  Is there a way to use VS 2008 to do the same.  I do not have Infopath and am using Sharepoint Foundation.

Help Desk is a very wide term. It really depends on what you need to do. I would start from using the standard "Issues" list and build on that. OOB you get a form where you can submit a title, description, severity, due date, etc. You can also create a workflow in SharePoint Designer that will allow you to define a process (for example assign a person to the task, after resolution ask the person who submitted the issue to verify it, etc). If you want to customize the form you can use SPD for that as well. Also you can create the views to show users their submissions, show support technitians their assigned issues, etc.
