Windows Server 2008 IE Proxy Server GPO

I am trying to setup a GPO that will set the proxy server for Internet Explorer to 127.0.0.1, basically to make it so there's no internet, and then setup the websites the user needs within the exclusions. I setup my GPO, which is working because other things I set are showing up like they should, to set that proxy server but its not taking hold. Other GPO setting for IE are working...its just the proxy server that not.

Any ideas?

Control their access via the LAN's Firewall instead of a "proxy hack".

How do I control a single user in a firewall setup? I only want one user to not have the internet...the rest need to have it.
That depends on the Firewall.  I cannot answer that.
Many cannot identify a "human", so you have to deny them via the IP# of their machine, which means their machine must have a static IP# or a DHCP Reserved IP#.
More advanced products can identify the "human" via the User Account.
