Not receiving NDR report to sender

Hi,

i have Exchange 2003 sp2 running on windows 2000 server,i have incoming message size restriction to 10mb.my problem is one of the customer has sent quote for the size of 14mb.
we are not received any error report and also my customer also not received NDR report.
my customer think that we received quote,but we are not responded.

Can you please guide me,how to enable NDR for message exceeds the size limitation.

Do you have Non delivery Report enabled under message transport for external domains?

yes,its enabled.

NDR is enabled,but there is no option for external domain.can i know where i can find that option?
