Make sure all drivers are installed and up to date. Missing or corrupted drivers can cause the scroll function to stop working. You'll want to update the "touchpad driver" either from device manager in Windows or download the driver from Acer's website. Make sure to reboot the computer after reinstalling the driver.

Just select Notebook, then Aspire, then Aspire 7749 and it will show you the list of available drivers for that model: http://us.acer.com/ac/en/US/content/drivers

Windows may be able to do it for you automatically. Click the start button and then type in "device manager" in the search bar and click the device manager link. Look through the list to find the touchpad/mouse driver and double click. Then click on the "Driver" tab and click update driver, and let Windows search the internet for the update.
