Windows SIM (System Image Manager) is used to create answer files for Vista/7 and Server 2008/R2.

DISM (Deployment Image Servicing Management) is used to service Windows images (.wim format) offline. This allows you to add drivers, functionality etc.

They are both included as part of the AIK (Automated Installation Kit) downloadable from Microsoft.

DISM (Deployment Image Servicing Management)  is not part of AIK (Automated Installation Kit) downloadable from Microsoft. DISM GUI is a graphical interface for the DISM command line utility written in the .NET. You can download DISM from this link.
