Probably you have done something wrong during configuration process, please find your resolution here:
http://support.microsoft.com/kb/930469/

In past I`d been testing App-V environment according to Gustavo Alvarez`s guide, and everything was working well.

http://blog.augustoalvarez.com.ar/2009/05/26/implementing-app-v-part-i-introduction-to-application-virtualization/

If SQL and APP-V Management server are on the same box you will need to set the APP-V Management server service to wait for SQL to start. This ensures that on reboots that SQL has time to start up before APP-V Management service does
This is performed by creating a key under
HKLM\system\currentcontrolset\services\appvirtserver

This is working ..

But now when i tryy to refresh the APP V client Publishing server am getting the following error..

The application Virtalization client could not update pupblishing information from the server XEN-DESKTOP

No connection could be made because the target machine actively refused it.

Error code :error code 4604EE8-19D07F2A-0000274D.

Here XEN-DESKTOP is the name of the Management server.
