Video annotation

I'd like to record video via my iPhone and then annotate.  For example... Let's say I tape a 20 second video showing the front of my house.  At 5 seconds in I want to put cirlces around the windows.  At 15 seconds the circles disappear.  At 20 seconds the video ends as it should.

Any ideas?

What video editing software do you have?
Since this is a video a video clip is made up of many frames
The only way I know how to do this is to capture/ snapshot the frame which has the window part within your video and use that image to put a circle around the windows using a photo editor save that image  and then insert that image back in onto the video time line between your video clip at the point of 5 secs into the video playback and set the time preview time for that image to 15 secs, which is really too long 8 to secs would be enough,
Tools like power director which has multiple video time lines where you add your image below the main video so that when you play it back this appears in that spot.
Windows live movie maker could do it as well but there you would insert the image into the spot within the video clip

Make your image with circles first in Photoshop or PSP etc then open WLMM drop on your video go to 5 secs and split it then add in your image at this split, does the split in the video match the part of the house you want to show at the split though

Here's how I did it using the print screen tab I snapped a screen shot of the video pasted it into Paintshop pro  added the circle over my image and edited out the edges so that only that part was visible saved it, then opened WLMM and dropped the video on, went to edit split at the spot where I wish to add my image with the circle on the windows  inserted my imaged and added a panning effect so it plays like a video you don't even notice the transition from video to image back to video there is no gaps
The image must match up in the video playback

This is a video clip.
Can't add layers to a video let alone a circle as the video uses square pixels not round.
The frame has to be separated from the clip in order to draw on it.
I cannot do this in any of my tools.
You can only draw on a frame and you want a circle, not text like in a water mark
The only method other than this is to capture your entire clip and during the capture freeze your video clip frame  draw you circle and then continue the playback all the while capturing the entire piece  like you see in a game play
