Apple iOS "Unable to Purchase" Error

My iPhone 4s with iOS 5.1 displays the following error when updating or purchasing from the App Store:

Unable to Purchase
<App Name> and # other items could not be purchased at this time.
Please try again later.

I've tried deleting the listed app and reinstalling, but that has not fixed it.

Any suggestions for how to fix this error?

Have you tried restoring the iPhone from a backup and then try to reinstall it?

I have not tried restoring from backup.  There is actually no lost functionality, I can install apps, even the ones listed as having errors.

It might just be a temporary error from the app store. If no functionally is lost I would just wait and see if the problem gets resolved.

If not try restoring your iPhone. If that does't help contact the Apple support :)

This error has been persistent for a while.  I did a bit more searching and it appears to be a corrupt sql db file related to the downloads.

I used this app http://www.macroplant.com/iexplorer/

Browsed to iPhone/Media/Downloads

I deleted the downloads.28.sqlitedb file then exited iExplorer

I relaunched the App Store and the error is finally gone.
