oracle enterprise manager is not working

oracle enterprise manager is not working and when i execute the

emctl start dbconsole i got the below error, please note that am using oracle database 10.2.0.4    64 Bit and windows server 2008 64 bit

C:\Users\AdminDB>emctl start dbconsole

The Enterprise Database Control 10.2.0.4 or 10.2.0.5 requires the patch from 31 Dec 2010 onward, If you have an oracle support account check this doc for more info MOS Doc 1217493.1

Also sometime there will be port problem check the below doc for more info.

it was working before on the same server , but i had an issue so i needed to delete the old database and create new database and now the EM is not working

Did you create a dbConsole repository in the new database?

emca -repos create
emca -config dbcontrol db

First check is dbcontrol is installed or not by calculating sysman user schemsa objects
select count(*) from dba_objects where owner='SYSMAN';
object must be more that 1500.

If objects are exists but dbcontorl is still not running then recreate dbcontrol

emca --deconfig dbcontrol db -repos drop
emca -config dbcontrol db -repos create

still the services not work please advise.

Did drop command ran succssefully ? can you please tell me sysman has how many objects

yes at that time it was dropped successfully and the count was 0

To recap:  You have recreated the repository in the new database and it didn't show any errors when creating it.

You have recreated it and still cannot start it?

If so: drop and recreate it one more time.  This time after you create it, attach the log generated to this quesiton.

In the log file at the end of the file it states that error starting database control.

you need to apply the interim patch it i think, please see the below docs

I've also seen referneces to the not mentioned above.  Try the patch.

While we wait for feedback on the patch:  Is the log you posted the same as: D:\ORA_HOME\cfgtoollogs\emca\WFBCDBTS3\emca_2012-04-09_10-55-18-AM.log

If not, can you post that log as well?

thanks for all you, but nothing worked with me the only solution was is delete this database and create new one after getting backup and everything sure this solution will not be good to use on production environment but thanks god its only a test environment.
