Check what you policy says on mail quotas.
This has a section on policies.

Hi
Quotas don't replicate. You have to set the quota on all clustermembers.

Hi there Ahmed,,

Again I am asking about the Lotus Domino Version ??

AFAIK, the Quota can never be automatically change, it must has  been change  by some one or by policy as mentioned in the link of @sam .hence, let me ask some questions over here ....

Is there any other Administrator with a full access over this server ?
Do you have the same problem when you set Quota on any other database of the same server ?
Do you have this problem with any other database on some other server ??

OK Ahmed,,,

I recommend to download and install the FP4 for Lotus Domino 8.5.2
http://www-01.ibm.com/support/docview.wss?uid=swg24028680

Please access the ACL of this database and check the "Attributs" and Rights provided to the user who uses this database  and check if he or some one else has got a " Manager" access on this server .

Could you please try to provide your self with a " Manager" right on the ACL of this database and set the Quota ??

Is there any agent or any application running on this database on  this server ??

I hope this helps
