Exchange Active Sync problem

I have a SBS 2003 SP2 server running Exchange 2003 SP2. I have had some issues with this server recently and I had to repair the OS installation and then re-apply all the updates. Since then the mobile devices are not syncing with exchange. I am getting Server ActiveSync errors in the event log (3024 and 3015). I have been through all the resolution documentation on these errors and I have confirmed the registry port reservations. I have also confirmed that the w3wp.exe is the service allocated for port UDP 2883.

I cannot find any other fixes for these errors. Any suggestions?
