An rhtml file is simply a text file with HTML and embedded ruby. By default there is no associated program with a file that ends in .rhtml so double-clicking should bring up the dialog box to choose which program to open the file with. I'd download a good text editor and check the box to always open with that editor.

Alternatively you can right-click the file and choose "Open With..." which will get you to the program selection screen more quickly. And again, simply choose the program of your choice (notepad, etc) and if desired, check the box to "always open" with that program. Then all future double-clicks will default to that program.

There are several good text editors that offer Ruby and HTML highlighting to make working with files easier. I like notepad++ myself.
