We have a room resource setup and it works fine when we log into OWA. We can add/remove/modify and delete. When we try to open the same calendar in Outlook it tells us we DON'T have permissions.

Also, of the 4 rooms one room calendar works in both OWA and Outlook, but not the other 3 which only work in OWA. We checked the settings and everything is the same.

Figured it out. Went to the screen showing all the mailboxes, then highlighted the room resource. On the right hand side is a column and it has the choice "manage full access permissions". Click on this and add the users you need to have access to the room.
