Exchange 2010 room resouce. We can schedule it on OWA, but not Outlook?

We have a room resource setup and it works fine when we log into OWA. We can add/remove/modify and delete. When we try to open the same calendar in Outlook it tells us we DON'T have permissions.

Also, of the 4 rooms one room calendar works in both OWA and Outlook, but not the other 3 which only work in OWA. We checked the settings and everything is the same.
