I would like to use this on an HTML page. How do I call it? I am not sure how to use it.

The scripting language ur using. so  accordingly we can help u out

It is a ups, fedex, usps, etc tracking utility. I want to but it on my website. My site is an opencart site but I can use an iframe in the html so the scripting language can be flexible.

It uses REST and I don't know how to use it.
