Deploying Application Sets in Citrix

This is probably a simple question, but I am new to Citrix XenApp and have been unable to find the solution, so far.  I have several published applications that I would like to make available to users. Rather than adding each application individually to their Program Neighborhood, I would like to organize the applications in to folders and then let users find a new application set and have all of the folders and apps added at once.  How can I do this?
I haven't been able to find the solution in the Citrix AppCenter.

you should not use  Program Neighborhood anymore.
it no longer supported.
With Webinterface or PN_Agent or Receiver the apps cenraly organized (within folders if you do this) and the customer select the application to start.

We have hundreds of users in our organization using various versions of Program Neighborhood.  Getting them upgraded to Citrix Receiver will take time.  Until then, we were hoping to continue using PN.  Regardless of whether it is supported or not, is it possible to do what I asked in the original question?

i dont know a simple way.
PN lives from ini files, possible with scripting you can push some applications or group of apps to this files.
or create many application1.ica files and present these files within the Filesystem.
But with PN you also should be able to use the WebInterface. It is the simplest way i think.
