SharePoint registration limit

I have to create a SharePoint registration form for a class that has a limit of 20 people.
How can I stop registration after 20 people have registered?

It has to be a no-code solution so, I can't use event receivers.

I'm using SP 2007.

A slight fix is mentioned here to support when users de-enrol.
