If you're looking for book recommendations I'll suggest...

Oracle PL/SQL Programming by Steven Feuerstein  -- excellent

anything by Tom Kyte for general SQL and PL/SQL design, as well as other aspects of using Oracle effectively

for tuning,  Jonathan Lewis and Cary Millsap
