Can Source Safe allow us to manage how we want our application versioned?

And then, allow us to check-out a specified version of the application?

For example, if we want to use a standard format of x.x.xxxx.xxxx and allow us to specify what the version is (first three segments), but have it update the build number (last .xxxx) as things are checked-in and out?

Or in this case, do we need to use Team Foundation Server or ???

It has been several years since I used Visual Source Safe. But if I am not wrong, the version number format doesn't matter for source safe application. All it needs is labels for each check-in. These labels can be used during checkout.

You need to follow the labeling strictly to checkout the files for particular version/label. Name the label with proper version. You will be good.
