Anyone's used this method to encrypt and decrypt files?

I need to upload files. These files have patient info and i need them to be encrypted.

Is this a safe way of encrypting files?

Or should I be using this method?

I like the KB307010 method because it is clean, single purposed and auditable.
You might want to consider whether the additional speed and level of security of the System.Security.Cryptography.AesCryptoServiceProvider makes it worth utilizing as an alternative to the DESCryptoServiceProvider used in that example.
