Differences between Visual Upgrade to 2010 and fresh install

How can I determine if our 2010 internet site is a visual upgrade or fresh install? If it is a VU, does it make any difference, since the content was created from scratch and not migrated from the old 2007 site?

Shouldn't make any difference either way because any content and functionality is upgraded prior to a VU.

Go to central admin and click "upgrade and migration" in the left hand menu.
