Any way to disable Junk Email folder in Outlook 2003/07/10?

I am hoping there is a registry entry to totally disable the Junk Email folder in Outlook 03/07/10.  Telling it to not filter within Outlook is not reliable as it continues to do so on its own and you also have to turn it off per account, plus some users just do not remember to turn it off.  I am hoping as an admin I could run a script to set a registry entry that would totally disable it.

You need to look at the following powershell command
 Set-MailboxJunkEmailConfiguration -Identity "User@domain.com" -Enabled $false


You will need to  have a CSV file with the users you want to modify (see attached example)
This following command will read the users one at a time from the CSV and run the Set-MailboxJunkEmailConfiguration command on each of them
import-csv c:\identity.csv | foreach { Set-MailboxJunkEmailConfiguration -Identity $_.Identity -Enabled $false}

This will run on Exchange server 2007 and 2010
