What OS?

The agent that starts should be either the Windows Service or whatever binary is called from the correct ORACEE_HOME and PATH in Unix.  Just set your PATH to the 11g agent and it should be the one that starts.

As far as 'default', it is in the startup scripts for the server.  Just use the 11g scripts.

Also, you typically only need one agent per sever.  Do you have a 10g and 11g grid control setup monitoring both 10g and 11g instances on your server?

This is a different question.  This question was how to make the 11g agent 'default'.
